Overview
The project responded to a brief from another course group, aiming to transform a space in Ülemiste City with low civic identity into a vibrant, interactive urban area. Titled "Gaming Symbiont," it focused on integrating play elements into public space design, working with local stakeholders. The approach included addressing transportation issues, enhancing connectivity, adding functions to existing buildings, increasing density, and creating an active square with interactive elements.
Answering the Brief / Strategies for Bigger Scale to Activating the Space
The great amount of car usage in the Ülemiste City mostly used for reaching the parking spots, due to the surrounding area of the Ülemiste City does not allow the vehicle connection to the neighborhood areas (South-Airport, West-Ülemiste Lake and North- Railway). Hence, collecting the parking areas in the North Side of Ülemiste City, it would be much more easy to generate pedestrian friendly, active areas for people in Ülemiste City. It would help with the decrease in car usage in the area dramatically. But still just relocating parking space would not decrease the car usage created by this area. Regarding this, 2 main strategies for the area was created.

One of the other obstacles for the site is connectivity to the active areas and transportation spots inside of Ülemiste City. Even though the site is in the center of Ülemiste City, surrounded by industrial buildings, parking lots and unused lands. Due to these, the proposition is creating a new design project in obstacle areas and new functions to old industrial buildings to create connectivity and harmony in Ülemiste City. Another aspect for the site regarding connectivity is routes and two connection points to between the site and active areas. Considering these routes, future changes in the obstacle areas should create an easily accessible and visible connection through the area. The connecting points will be explained more detailed later in this project.
Proposal Draft
Reclaiming the Space
The site, right now used for parking spaces. To change that usage and for the answering “Flow: A Self Sustaining Urban Node” brief, redesigning the existing industrial building as a new parking space would be more than enough for this area. It will also help to reduce cars in other parking spaces. Right now existing parking spaces use for approximately 400 cars. Wıth the change of the function of industrial to parking in the northern building, it would create approximately 1100 car parking spaces. Also with the transportation strategies, which mentioned before, the area would be prohibited from the automobile traffic.

Activating the Area
The idea behind increasing the density is creating a closed square form area. Even though, due to the new buildings, this closed form may decrease visual connectivity. But with functions and design of the connection points, it will increase the attractiveness of the area. Another point for the increased density to create square is creating curiosity for the people who uses the area around. While the functions and design of the area would increase human flow in the area, these narrowed connection points(portals) would create the pleasure of mystery and direct spatial changes.

“a” street, with a new building, will create a strong attraction point for the area. It is important to designing process both for the connection to the west part of the Ülemiste City and creating a door to the design area. This pedestrian street includes cafes, shops, etc. . “b” activity garden would be a semi-public area where offices or other companies can reserve and uses base on their wishes. It will be a semi-closed green structure. Because of the great number of offices in Ülemiste City, the recommendation regarding the activity garden would be using the space for yoga or meditating exercises. “c” transportation services area will work as a center for shuttles and buses in the area.
Designing the square
For the “interactive square”, the idea inspired by the concept of Magic Circle. Magic Circle is a term that mostly used in game design. In general, it is “that place”, that boundary which people cross to leave behind what they know to be real, to enter an agreed upon a new reality. It's an essential concept in entertainment and has been used across history. As designers, allowing users the site, following the similar idea of the magic circle and inviting them into, it is an important part of creating both identity and active usage. Because of this, narrowing the connection points would act as a portal to direct change of perception of space. This creates “crossing the threshold to be in other places”. Increasing the number of activities in the area to motivate people to use this area as they want, allowing people to shape and feel control over the space with the moveable and changeable types of furniture another important part of the design idea. This factors also will create uniqueness to the area there, it would help to create a change of spatial feeling between square and around.
Prepared Project Competition Brief
The main aim of the project was to create an urban design competition brief for Ülemiste/Tallinn. Within this design studio, the team I was a member of analyzed and created a competition brief regarding the chosen site in Ülemiste City.

”“As our future smart cities define themselves every day with profitable ventures and soaring skyscrapers, the urban fabric stiff craves for many things - mostly, for inclusion. An identity that embodies community ethos can act as a vessel for spatial equity - hence, enabling a culture of place that measures human values.Utemiste City continually unfolds to reveal its corporate characteristics, directed at creating a city within a city - this has led towards selective development that disengages it with its neighbourhood context and creates homogeneous functions that restrain inclusion.

Urban Action for Interaction (UAI) competition strives for new ideas to integrate inclusive spaces for all key actors, and to introduce diverse functions that accentuate their roles in the community, within and beyond the district. ft shall involve identifying the opportunity spaces in the existing realm and creating activity magnets that foster interaction. The process will include the densification of the built environment to accommodate recreational functions for the public. It also calls for a new pedestrian connection for the inhabitants of Lasnamiie District to promote wafkabifity and street activity - the aim is to use accessibility as a tool for integration.

The competition focuses on a conscious engagement with the environment, necessitating the incorporation of a widespread green cover to improve liveability . ft is essential for the design to encourage visual permeability with social spaces to cultivate communal responsiveness and collaboration.”
